Under
the general direction of the Assistant Comptroller for Human
Resources, the incumbent manages the overall operation of the Office
of Employee Relations & Training Services, which is responsible for
employee development programs, employee and labor relations change
management and consulting services for the Office of the State
Comptroller. In this capacity, the Executive Assistant:
Manages
the agency's employee and organizational development programs to
ensure the most effective delivery of services to its customers.
Directs
the Office of the State Comptroller's Employee and Labor
Relations programs. Represents the agency in statewide and
agency level negotiations; oversees the administration of
contractual agreements in the agency; oversees the administration of
the agency's disciplinary and grievance program with the terms of
the contractual agreement; and develops and maintains a
dialogue with union leadership and managers to foster a cooperative
labor management environment.
Provides
consulting services to managers and employees of the Office of the
State Comptroller. Works closely with Executive Staff and
Bureau Directors to assist in formulating effective strategies for
addressing major challenges facing their organization including
organizational assessments group facilitation and coaching,
benchmarking and business process improvement.
Oversees
Change Management Program for the agency. Identifies areas of
transition-related organizational stress including major
organizational relocations, major technology change initiatives and
policy changes that will have significant impact on employees and
the organization and recommends appropriate corrective action.
Ten
years of professional experience in the development and
implementation of organizational effectiveness programs to improve
organizational policies, practices and/or systems with at least five
years of managing a labor relations program in NYS government.
This experience must also include two or more of the following
areas: organizational assessment; strategic planning and performance
measurement; communication and change activities; and employee
training and development. Three years of this experience must
have been at the management level.
